Indoor Recreational Soccer League Rules & Regulations

- League Overview
This league is designed for players who wish to participate in a fun, competitive, and
sportsmanlike indoor soccer environment. All players are expected to promote fair play,
respect, and safety at all times. - Team Composition
- Number of Players on the Field: 7 players per team (6 field players + 1 goalkeeper).
- Minimum Number to Start a Game: 5 players (including a goalkeeper).

- Coed Requirement:
- Each team must have at least 2 women on the field at all times.
- If a team cannot meet this requirement, team captains may come to a mutual
agreement before kickoff and notify the referee. - If no agreement is made, the short-handed team must play with fewer players.
- A player may represent up to two teams in regular season play and only one team in
playoffs per division.
- Player Eligibility
- Age Requirement for O30: All players must be 30 years or older by the start of the season.
- Age Requirement for other divisions: Minimum 16 years of age (All players under the age
of 18 must have parents sign liability waiver). - Roster Lock: No player additions are allowed after Week 3 unless approved by the league
director. - Substitutions: Unlimited, on-the-fly substitutions. Players must exit before a substitute
enters.
- Game Duration
- Halves: Two (2) 25-minute halves.
- Halftime: 3 minutes.
- Clock: Running time except for injuries or referee stoppages.
- No Overtime during the regular season. Playoff format will specify tiebreakers.
- Kickoffs & Restarts
- Kickoffs may be played forward or backward.
- Throw-ins (indirect)
- Goal kicks and corner kicks follow standard rules.
- Goalkeeper Rules
- Goalkeepers may handle the ball only within the penalty area.
- Back-pass rule applies: Goalkeeper may not pick up a ball deliberately played with the foot
- by a teammate.
- The goalkeeper has 5 seconds to release the ball once controlled. Failure to do so will
- result in a corner kick for the opposing team.
- Fouls & Misconduct
- Standard FIFA fouls apply, adjusted for safety and indoor play.
- No slide tackling is permitted except for GKs inside their penalty area making an attempt
to play the ball. - Indirect free kick awarded for dangerous play.
- Direct free kick for major fouls (tripping, pushing, handball).
- Yellow Card: Warning; player substituted immediately with a two minute penalty before
returning to play. - Red Card: Player ejected; team plays short for 5 minutes or remainder of the game if there
are no substitutes. Ejected players may not return to play and must exit the facility. - Excessive arguing or unsporting behavior may result in suspension.
- Cautions and Fines
- To promote safety, respect, and accountability, the following fines apply:
- Improperly Equipped (No Shin Guards): $20
- Yellow Card: $5
- Red Card (Two Yellows): $10 (+1 Game Suspension)
- Straight Red Card: $20 (+2 Game Suspension)
- Team Forfeit: $105 (Loss recorded as 0–3)
- Fines are payable to the League Director before the team’s next match.
- Unpaid fines may result in suspension.
- Avoiding Forfeits:
- Captains must contact opposing captains and come to a mutual agreement to swap dates.
- The League Director must approve and receive notice at least 48 hours before the original
match. - Failure to do so results in a forfeit and fine.
- Late Payment Penalties:
- 5 days overdue: +5%
- 15 days overdue: 3pt deduction OR forfeit ($105)
- 30+ days overdue: 6pt deduction AND $105 fee
- To promote safety, respect, and accountability, the following fines apply:
- Boundaries
- Standard sideline and goal line boundaries apply.
- The ball is in play when it touches the ceiling.
- Scoring & Standings
- Win: 3 points
- Draw: 1 point
- Loss: 0 points
- Tiebreakers:
- Goal differential
- Head-to-head record
- Goals scored
- Fewest goals conceded
- Coin toss
- Playoffs (If Applicable)
- Top teams advance to playoffs.
- Tied playoff games:
- 5-minute golden goal overtime
- Three penalty takers per team (then sudden death if needed).
- A player can only represent one team in the playoffs, no exceptions.
- Equipment
- All players must wear shin guards and appropriate footwear (no cleats).
- Matching uniforms encouraged.
- Goalkeepers must wear a distinct color.
- Conduct & Sportsmanship
- This is a recreational league; respect is mandatory.
- Violent conduct or harassment will result in suspension or expulsion.
- Captains are responsible for team behavior.
(a) Statement of Sportsmanship IPSL promotes good sportsmanship by players,
coaches, and spectators. We request your cooperation by supporting the participants
and officials in a positive manner. Profanity, racial or sexist comments, homophobic
comments, or other intimidating actions directed at officials, players, coaches or team
representatives will NOT be tolerated and are grounds for removal/expulsion from
the league and site of competition.
- Weather & Rescheduling
- Games will be played as scheduled unless the facility is closed or unsafe.
- In case of cancellation, the league director will attempt to reschedule.
- Dispute Resolution
- Referee decisions are final.
- Protests must be submitted to the league director within 24 hours.
